Mineral Rights Management & Mining License Acquisition in Uganda
Navigate Uganda's Mining Licensing System with Confidence
Acquiring and maintaining mineral rights in Uganda requires navigating a detailed regulatory framework governed by the Mining Act 2003, the Mining Regulations 2004, and the recently enacted Mining and Minerals Act 2022. All applications are managed through the Uganda Mining Cadastre Portal (powered by Trimble Landfolio) and processed by the Directorate of Geological Survey and Mines (DGSM) under the Ministry of Energy and Mineral Development.
ALOM Mining & Geohydro Services has extensive experience guiding clients through every stage of the mineral rights lifecycle — from initial prospecting license applications to mining lease acquisition and ongoing regulatory compliance. We work directly with the Cadastre Portal and DGSM to ensure accurate, timely submissions and help our clients avoid costly delays.

Acquisition of Prospecting, Exploration & Location Licenses
We guide clients through the entire process of applying for prospecting licenses, exploration licenses, and location licenses in Uganda. Our team works directly through the Uganda Mining Cadastre Portal (powered by Trimble Landfolio) to identify available mineral rights areas, prepare and submit all required documentation to the Directorate of Geological Survey and Mines (DGSM), and follow up with the Ministry of Energy and Mineral Development until your license is granted. Whether you are a first-time applicant or expanding your portfolio, ALOM ensures accurate, timely, and compliant submissions.
Acquisition of Mining Leases
A mining lease is the permit that legalizes mineral extraction in Uganda. Obtaining one requires comprehensive environmental, social, and technical documentation. ALOM prepares Environmental and Social Impact Assessments (ESIAs) in coordination with the National Environment Management Authority (NEMA), develops feasibility studies and mine plans, and compiles the complete mining lease application package for submission to DGSM. We have a proven track record of successfully processing mining leases for clients including CONSAF and Goodwill Uganda Limited.
Regulatory Compliance Assistance
Maintaining a mineral license in Uganda requires ongoing compliance with the Mining Act 2003, the Mining Regulations 2004, and the Mining and Minerals Act 2022. ALOM provides continuous compliance support including periodic reporting to DGSM, license renewal management, environmental monitoring and reporting to NEMA, community development agreement facilitation, and audit-readiness preparation. We ensure your operations remain lawful and your licenses stay active throughout their tenure.
Mineral Rights Projects We've Delivered
Consolidated African Resources (CONSAF)
ALOM managed the full mineral rights lifecycle for CONSAF — from exploration license acquisition and surface rights negotiation to the preparation of environmental and social plans, and ultimately the successful processing of a mining lease through DGSM. Acholi Resources Uganda Limited
ALOM acquired exploration licenses on behalf of Acholi Resources in Kitgum District, including all documentation submitted through the Mining Cadastre Portal and coordination with DGSM. Following license grant, ALOM carried out corner beacon demarcation and commenced gold exploration activities including geochemical sampling, ground geophysics, and RAB drilling.
Goodwill Uganda Limited
ALOM prepared feasibility studies for feldspar mining operations, developed comprehensive mine plans and designs, and processed the mining lease application at DGSM for Goodwill Uganda Limited. The project required detailed technical documentation and environmental assessments to meet all regulatory requirements under the Mining Act 2003.
